Our History

Carl Champagne, CEO and Chairman, had a vision: to empower the non-profit organizations he and his wife supported with the technical requirements needed to track patient outcomes. His vast experience in numerous “high tech” industries led to his acquiring ClientTrack in 1998 with the goal of providing secure, cloud based, highly customizable case-management software for health and human service organizations.

Since that time we have experienced tremendous growth. In 2016 ClientTrack changed its name to Eccovia Solutions to better reflect our position at the forefront of the convergence of health and human services. With our deep experience in the HHS world, we provide a flexible yet powerful case management platform to power community-based, Medicaid funded, accountable care organizations (ACO) and their community partners. Each solution is custom designed for our clients thus allowing for maximum configuration (and tailorization) to meet specific needs.

With diverse partners in the non-profit, private, and public sectors, we are dedicated to compliant and customizable solutions for the complex and changing environments within the various Accountable Care Organizations and Health and Human Service communities.

Eccovia Solutions is uniquely positioned to support community based, Medicaid funded, Accountable Care Organizations and their community partners. Each solution is designed for the needs of the varied sectors we serve. With an in depth knowledge of the complex requirements for Health and Human Services, we have been able to bridge the gap between state and local government agencies and community-based social service organizations to coordinate care for vulnerable populations. Our ClientTrack Case Management platform enables ACOs and other HHS organizations to link primary care and community services, incorporate the social determinants of health into healthcare decisions, and coordinate a seamless journey for individuals. Leadership

Carl Champagne

Chairman and CEO

Carl Champagne is a seasoned “Hi Tech” Business leader with broad experience in all aspects of technology companies. Carl invested in and acquired Eccovia Solutions (formerly ClientTrack Inc.) in 1998 as a vehicle to market the ClientTrack platform and solutions into the health, human, and social service markets.

Over the last 30 years, Carl has guided several high technology and manufacturing companies through critical phases of turn-around and fast-track growth. With each of these endeavors, he has not only provided market vision and technological and business expertise, but vital leadership necessary for the company’s long-term growth and profitability. Carl also has significant experience with large corporations, such as Digital Equipment, GTE (now Verizon), and Compaq (now Hewlett-Packard).

Carl has a Bachelor of Science and Master’s Degree in Computer Science, and completed the Management of High Technology Business program from the Sloan School of Management at MIT. He is also a past Chair of the Board of Directors for Special People Loving Outdoor Recreation Experiences (SPLORE), a nonprofit organization.

Terry Johnson

Chief Financial Officer

Terry Johnson has served as Eccovia Solutions' Chief Financial Officer since 2008 and has more than 35 years of experience in managing the financial affairs of high technology companies. Terry’s experience includes senior financial and operations management roles in companies providing enterprise software systems, information technology products manufacturing and distribution, medical, and biotechnology products. His background also includes capital formation and mergers and acquisitions activities and he is a past course instructor for University of Montana’s Western CPE program.

Terry holds a Bachelor of Science degree in Accounting from the University of Utah and is a Certified Public Accountant and a Chartered Global Management Accountant.

Dario Benavidez

Chief Program Officer

Dario is the Chief Program Officer at Eccovia Solutions and is specifically responsible for all Program and Project related initiatives. His expertise has helped streamline the organization’s processes to meet deadlines and produce superior results for clients. Dario has been serving clients in the Health and Human Services (HHS) market since 2008 and continues to spearhead the company's focus on project management.

Dario is a Project Management Professional (PMP) bringing to bear best practices in project management within Eccovia Solutions. Through managing enterprise-level projects in the information technology field, Dario became familiar with and embraced the HHS sector. Dario has spent the last fifteen years helping organizations implement technical solutions to solve complex business problems; dozens of which have been with HHS organizations. He earned a Bachelor’s degree in Business Administration and an Executive Master’s degree in Business Administration (EMBA) from the University of Utah.

Laurel Rodriguez

Director of Marketing

As Director of Marketing for Eccovia Solutions, Laurel Rodriguez leads a marketing organization focused on building the Eccovia Solutions brand and driving awareness, thought-leadership, and demand generation.

Laurel is responsible for the planning, development, and implementation of all marketing strategies, marketing communications, and public relations activities. She recently led a successful company re-brand for Eccovia Solutions, including all new corporate branding, messaging, and demand generation strategies.

Laurel brings with her 10 years of building marketing demand generation strategies for cloud software companies. She has a BA in Marketing from Utah State University.

Joe Skehan

Director of Engineering

Joe Skehan has been on the frontline of technology for over 30 years and in leadership roles for 14. He currently serves as the Director of Engineering for Eccovia Solutions where he leads the engineering and cloud infrastructure organizations as they develop their industry-leading care coordination platform for health and human service organizations. He has extensive experience working directly with customers to understand and resolve their technology challenges and has actively participated in many cross-functional industry initiatives.

Joe comes to Eccovia Solutions from Verisys Corp where he was Senior Vice President of Operations and led a highly dedicated team of diverse contributors in a broad range of managerial, technological, and investigative skills. Prior to Verisys, Skehan specialized in information security for over 24 years where he consulted with Global 2000 organization about their encryption challenges and lead product teams to exceed customer expectations. He has also worked at Novell, Venafi, and several other leading technology companies.

Joe holds a Bachelor of Science degree in Electronics Engineering.

Sam Taylor

Director of Solutions, HHS and Public Sector

Sam Taylor serves as the Director of Solutions for Health and Human Services and Public Sector. His focus is on the development of programs and services that enable health and social service organizations to work together to address the social determinants of health. Sam is an accomplished project management professional and is the leading force at Eccovia Solutions for implementing technology and processes for public sector, nonprofit, and private health and human service organizations.

Prior to his current role, Sam was the Director of Product Management at Eccovia Solutions where he was responsible for the planning, organizing, and managing of the successful completion of all technology solutions.

Sam has a BA from Utah Valley University, a Masters in Philosophy and Social Policy from American University, and an Advanced Project Management Certificate from the Stanford University Center for Professional Development. In addition, he has obtained education certificates in HL7 Fundamentals, Data Analysis, Case-Based Introduction to Biostatistics, and Computing for Data Analysis.

Carrie Gott

Business Development Manager

Carrie Gott serves as the Business Development Manager for Eccovia Solutions. Carrie is responsible for following marketplace trends, identifying potential business deals, and vetting strategic partnerships that bring value to the public sector. She prioritizes and negotiates strategic and technical partnerships, and develops an ecosystem of implementation partnerships for fast growth.

Prior to Eccovia Solutions, Carrie worked for large and small SaaS companies delivering to the public sector vertical for nearly 20 years. Carrie has a BA in English Literature from the University of New Hampshire.

Greg Tripp

Manager of Cloud Infrastructure and IT

As Manager of Cloud Infrastructure and IT for Eccovia Solutions, Greg Tripp is part of the leadership team responsible for Cloud & Infrastructure Services. His main focus is maximizing efficiency and productivity for all Eccovia Solutions employees, partners, and clients. Greg is responsible for evaluating, executing, maintaining, and monitoring all computing infrastructure and tools in order to meet or exceed all service levels.

Greg has been with Eccovia Solutions for five years and brings with him experience as a Software Engineer, Senior Database Developer, and Advanced Technical Trainer. He is a skilled manager who drives a team culture of passion, high quality, and innovation.
